Summary

About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the 6th Force Support Squadron, MacDill AFB, FL. Performs supervisory personnel management responsibilities. Serves as a first level supervisor for non-Appropriated Fund (NAF) positions from NF-II/NAF-III. Advice and provides counsel to employees regarding policies, procedures and management directives.

Duties

Identifies employee developmental needs and provides or arrange for training (formal and on-the-job) to maintain and improve job performance. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Maintains, reconciles and closes accounts involving a variety of transactions. Provides accounting assistance to the Resource Manager and activity managers regarding proper accounting as well as reporting procedures and the development, review and analysis of quarterly and annual NAF and APF financial data. Resolves complex problems encountered by other technicians in maintaining, reconciling and closing accounts where guidelines are not completely applicable to the work. Uses judgement to interpret guidelines, adapt procedures, decide approaches, and resolve specific problems. Utilizes computer listings/printouts in directing and performing research to identify and reflect status of accounts within segment of responsibility. Analyzes and examines accounting data and accounts to resolve complex, nonstandard transactions, complaints or discrepancies. Monitors fund balances and maintain records to ensure funds are managed within allowable constraints and to ensure there are no violations to Air Force instructions and Major Command (MAJCOM) policies. Research current accounts(s), previous reports, source documents, etc., to develop accurate and timely information not readily available from previous reports and statements. Identities significant changes in account balances and reviews transactions to identify the actions which caused the changes. Prepares worksheets or reports reflecting the examinations made, discrepancies noted, and the corrective entries required to adjust accounts. Recommend changes in procedures to reduce errors or processing delays. Efficiently verifies, balances, and reconciles supporting documentation files with listings and interrelated reports so that balances agree within the reconciliation period. Position of trust. Qualifying Experience: Detailed knowledge of NAF accounting principles and practices, methods, techniques, laws, regulations, generally accepted accounting principles (GAAP, GAGAS) and standards. Skill in analyzing accounting systems or in modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems. Skill in gathering, assembling, consolidating and analyzing financial data and drawing conclusions. Ability to adapt computer programs and manipulate databases to produce required reports used to accomplish budget/funding tasks. Knowledge or commonly used budgetary methods, practices, procedures, regulations, policies and processes to formulate justify and execute budgets to include NAF Strategic MOA billing/reimbursements. Ability to communicate orally and in writing. Knowledge of personnel management principles, practices and procedures and can supervise others.
