Summary

You will serve as a Senior Strategist in the Strategic Planning Office of NAVUNSEAWARCENDIV NEWPORT RI. Per 5CFR 335.103c.(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to ND-05 (GS-14/15 equivalent) on a permanent basis in the competitive service. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will serve as a senior strategist responsible for leading strategic and business planning activities.

You will be responsible for assessing the external landscape and external engagement activities.

You will maintain a regular drumbeat with the Business Director and Division leadership to keep abreast of current Navy priorities.

You will facilitate periodic discussions with internal and external leadership to share information on warfighter challenges.

You will analyze/assess organizational data to identify trends, anomalies to develop recommendations for leadership.

You will participate in the development, modification and implementation of Division guidance including short and long term strategies to align with higher level DoW guidance.

You will identify gaps and shortfalls based on current and projected mission requirements, associated capabilities, and current program strategies and develop mitigation stratgies.

You will analyze/assess organizational data to identify trends, anomalies, and develop recommendations for leadership.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer planning or executing management controls (e.g., schedules, contracts, cost estimates, business/strategic planning, and budgets) related to undersea warfare systems.
