Summary
This position is located in the office of Human Resource Operations, Executive Resources Division The ideal candidate for this position will display a high-level of attention to detail. They will have strong written/verbal communication and customer service skills, and have a desire to improve day-to-day program delivery for the Executive Resources Division.
Duties
What will I do in this position if hired? In this position, you will serve as an advisor on complex human resources processes and issues related to Executive Resources. Typical assignments include: Developing, revising, and implementing Executive Resources policies and process documents to incorporate newly issued or modified guidance from OPM, DHS, or elsewhere while proactively improving business processes within Executive Resources. Performing assignments for the Executive Resources Program in all functional areas to include position classification, staffing and recruitment, pay setting, performance management, and benefits and entitlements. Staying abreast of new and evolving laws, regulations, and policies within the area of Executive Resources. Providing authoritative advice, assistance, and guidance to customers, supervisors, and managers on problems and sensitive issues. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
Requirements

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Performing the full range of Federal human resources services in at least two of the following areas: staffing, recruitment, pay administration, retirement, benefits, performance management, policy development, classification, and/or executive resources AND Interpreting and applying human resources policies, guidance, and legislation in the performance of human resources and staffing functions AND Providing guidance on complex human resources problems for the client organization and key management officials AND Experience working on inter/intra- agency task forces and/or committees related to human resources functions or programs.
