Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-9, you will serve as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions. Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Researches, prepares response, and maintains action file. As required, forwards responses for review and/or responses for the MILPO Director and/or State Adjutant General. Estimates and projects future travel and funding requirements and submits request to MILPO Director.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. Military Grades: Officer/Warrant Officer/Enlisted: E3 thru O1 SPECIALIZED EXPERIENCE:GS09 Must have at least 1 year experience at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments; experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data; experience in operating a computer and using varied computer programs. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 5 excepted civil service accepts this position, he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
