Summary
As the Deputy Director/Director of Talent Mgmt and Compliance, you will provide broad oversight of complex HR program management functions within the Talent Acquisition Center and Talent Management and Compliance Programs Office. Location of position: Washington, DC, Raleigh NC, Kansas City, MO, Fort Worth, TX, New York, NY, Chicago, IL, Philadelphia, PA, or San Francisco, CA We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Supervise high-level work assignments, plan and schedule the work of subordinate supervisors, establish and modify employee position descriptions, make selections for employment and promotion, establish employee performance standards, evaluates and awards employee performance, take action to correct employee misconduct or unacceptable performance up to and including removal, and grant employee leave requests. Manage, oversee, and facilitate the GSA Staffing Line of Business and related work functions focused on improving hiring outcomes and strategies within GSA, including development, promotion, testing, and scaling processes and technology in support of assessment strategies. Oversee the work of the Chief, Personnel Processing and Records Management (PPRM) Branch, including high-level personnel processing of all GSA actions, records maintenance, responding to high-level HR operations and related inquiries, processing mass awards, and ensuring accuracy in the processing and implementation of reorganization and realignment actions. Oversee the work of the Chief, Oversight and Quality Assurance Branch, including the management and facilitation of HR support functions through centralized personnel services, ensuring data accuracy, regulatory compliance, overall quality assurance, and adherence to federal employment laws. Oversee a variety of high-level analytical studies and review functions to ensure effectiveness and efficiency through new, revised and innovative HR Information Technology and related initiatives that are of special interest to specific HR workforce activities. Oversees and manages the work of the GSA national human capital recruitment and staffing policy programs, including providing program policy and technical guidance on a GSA enterprise-wide level. As the Deputy Director of the Talent Acquisition Center, provides expert assistance and authoritative advice on the interpretation of governing policy in designated HR program areas.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Qualifications

The GS-15 salary ranges from $150,359 to $197,200 per year and varies based on location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as: Managing, overseeing, and/or leading complex and sensitive federal staffing and recruitment policy and/or operational functions, and at least two of the following additional functional areas: (1) providing authoritative HR policy guidance and advisory services to senior leaders, managers, supervisors, HR specialists, or program officials or (2) evaluating and reviewing staffing functions under an established quality assurance program, or (3) serving as an advisor to senior leadership on HR staffing services with broad agency/enterprise impact to evaluate program effectiveness, improve hiring outcomes, or develop recommendations for enterprise-wide HR policy or operational improvements.
Evaluations

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.
